Shanghai has released its “15th Five-Year Plan for Accelerating the Development of Shanghai International Shipping Center,” aiming to further enhance its global shipping hub position by 2030.

During the 15th Five-Year Plan period, Shanghai Port will strengthen its leading role in the Yangtze River Delta port cluster, with annual container throughput targeted to exceed 58 million TEUs. The city also plans to increase water-water container transshipment to 55% and expand sea-rail intermodal transport volume to around 2 million TEUs.

The plan highlights further development in green and digital transformation, including increasing automated port handling capacity to 15 million TEUs and expanding green marine fuel bunkering capabilities, with bonded LNG bunkering volume expected to reach 1 million cubic meters annually.

In 2025, Shanghai Port handled more than 55.06 million TEUs, maintaining its position as the world’s largest container port for the 16th consecutive year. According to the Xinhua-Baltic International Shipping Centre Development Index released in July 2026, Shanghai surpassed London for the first time to rank second globally among international shipping centers.
